Honestly, I've always felt that the real problem with otl's Saturn's hardware is that they didn't make simple enough developers tools for the third party studios. It was expected for everyone to figure it out on their own or later as the money rolled in.

That would be the idea a reformist would offer as a compromise between the various industries and the moral guardians currently in power. It ain't the be all solution to the problem but it would be a step in the right direction.
The only way I can see a resurgent Sega console business happening now the following:
1. The current backlog of Dreamcast consoles and hardware get sold by the end of 2002.
2. Instead of Sammy, someone who cares about pushing the hardware like Panasonic or Toshiba buys them out and begins...
SEGA needs the following:
1.They need a CEO that can convince everyone that what works for one region doesn't necessarily work for the other regions.
2. They need to make sure that at the very least both sides of the r&d teams can compare notes.
3. Make more of an effort to market a general...
1. They make the hardware needlessly complicated to program for.
2. The third party license fee is higher than what Sega/Nintendo/Atari/ 3DO's.
3. The moneyhats that Sony throws to the Capcom 's and EA's aren't enough to keep exclusivity for their top tier games.
